ROSES-09 Amendment 14: Earth Science for Decision Making: Gulf of Mexico Region
ROSES-09 Amendment 14: New proposal opportunity in Appendix A.40: Earth Science for Decision Making: Gulf of Mexico Region.
This amendment establishes a new program element in Appendix A.40 entitled "Earth
Science for Decision Making: Gulf of Mexico Region."
This new program element solicits proposals that develop and demonstrate
innovative and practicable applications of NASA Earth science
observations, models, and research to support resource management, planning,
and decision making activities in the broad Gulf of Mexico region. The overall
objective of this solicitation is to create a suite of projects that will
enhance the Gulf of Mexico region's ability to use NASA Earth science observations
and research in decision making activities. This solicitation has a special
emphasis on climate adaptation and climate change impacts in the Gulf region
and southeast United States.
Notices of Intent to propose are not requested. Proposals are due November 19, 2009.
On or about August 26, 2009, this Amendment to the NASA Research Announcement "Research Opportunities in Space and Earth Sciences (ROSES) 2009" (NNH09ZDA001N) will be posted on the NASA research opportunity homepage at http://nspires.nasaprs.com/ (select "Solicitations" then "Open Solicitations" then "NNH09ZDA001N").

Funding Opportunities from NOAA
Below is information on three funding opportunities under NOAA. The GCOOS-RA is interested in proposals that are submitted to these NOAA programs. Specifically, we encourage proposers to share data or products as part of the Gulf of Mexico Coastal Ocean Observing System. GCOOS-RA endorsements of proposals are possible if data sets or products will be shared (e.g., through the data portal). If interested, please send Ann Jochens (ajochens@tamu.edu) a summary of your proposal, your agreement to provide data or products, and your request for GCOOS-RA endorsement. Dr. Jochens will be happy to answer questions related to GCOOS.
The National Oceanic and Atmospheric Administration (NOAA) July Omnibus Competitive Grants announcement has been published for availability of grant funds for Fiscal Year 2010. Announcements of Opportunity have been issued to submit proposals to the Center for Sponsored Coastal Ocean Research (CSCOR)/Coastal Ocean Program for the Coastal Hypoxia Research Program (CHRP), Harmful Algal Blooms Program (i.e., ECOHAB, MERHAB and PCMHAB) and Sea Level Rise (i.e., Ecological Effects of Sea Level Rise Program).
1. COASTAL HYPOXIA RESEARCH PROGRAM (CHRP) Proposal submittal under CHRP closes 3:00 p.m. Eastern Time October 14, 2009.
2. HARMFUL ALGAL BLOOMS PROGRAM (HAB Program) Proposal submittal under the HAB Program closes 3:00 p.m. Eastern Time October 14, 2009. (Please note: Letters of Intent for the Harmful Algal Blooms Program, although not required, should be received by 5 p.m. Eastern Time, August 17, 2009).
3. SEA LEVEL RISE (SLR) Proposal submittal under the SLR program closes 3:00 p.m. Eastern Time October 14, 2009.

2010 Integrated Ocean Observing System Implementation Federal Funding Opportunity
On 17 July 2009, the Department of Commerce posted the 2010 Integrated Ocean Observing System Implementation Federal Funding Opportunity to Grants.gov. It has two focus areas for proposals: (1) Regional Coastal Ocean Observing Systems by Geography and (2) Verification and validation of sensors for coastal and ocean observing systems. This is a very limited, one-year funding opportunity that does NOT include the Gulf of Mexico region.
