During the November 2007 Regional IOOS Workshop, the Gulf of Mexico Coastal Ocean Observing System (GCOOS) Regional Association (RA) agreed to collaborate with entities around the Gulf of Mexico to produce a HABs Integrated Observing System Plan for the Gulf, complete with cost estimates. During mid 2007, the Gulf of Mexico Alliance (GOMA) and the GCOOS-RA initiated an effort to produce such a plan. They solicited assistance from representatives of state and national agencies in the U.S. and Mexico as well as researchers.
